Disabling phone ring tone while in jail/prison, or down.

The phone is disabled from being pulled out and used while in jail, prison, or down, but the ringtone is not. 
When you get a call in one of these positions, you can not decline the call and it can ring off the hook. (so bad you have to mute game till out of prison, or revived)

Can we either fully disable phones, so they don't ring at all, or add a feature to mute call? 

Maybe a nice text message can get sent back to the caller "the person you are trying to reach is unavailable"... (opposite of when a call to pd/ems/tow is accepted, and it say "blank is on the way")
 
It would be a nice way to let players know "in character" that you are still around, you are not AFK, or did not leave the city. You just can't talk.
Would make it so players do not have to resort to out side communications, or dm's, or walking over to their brothers room, to figure out whether their friend is in the bathroom, done for the night, or in police custody. 

Maybe the same thing can happen when you are down and incapacitated.

I agree with disabling the sound; however I also like the suspense of wondering why they aren't answering, or trying to figure it out.

I agree that the sound and honestly notifications from texts should disable while cuffed, jailed, or in prison, Because "you don't have your phone".

Currently when downed you can't receive phone calls, It immediately hangs up. Can receive texts but not read them tho.
