I will attempt on starting a Loans Company. Whereas there would be interest rate percentage, according to different factors; how long this person has been in Los Santos, the type of vehicle this person drives, what he will be using this loan's money for (legal job or illegal job).  I may require the support of the LSPD Captain @Chain in order for this to work properly. If the user decides to evade and not pay back the loan + its interest rate, this would be a very big charge onto his name
