Just a thought considering the location. When you try to rob stores in hostile or bad areas. Example the Lost MC club or Little Seoul it should trigger the MC or the triad members around the area. And should pay out a bit more due to the NPC agro.

NPC agro is more or less why the bank heist never actually materialized. It's way too easy to predict AI behavior and killing them is trivial. I think it would add more disruption to robberies than challenge (think: what happens when police show up and there's already a shootout happening? The RP is already dead at that point.)
