Add a car rental service with paperwork provided by the rental service

I think it would be a cool addition to the server because one it could provide someone with a cheap form of transportation if no car dealers are around or they do not have enough for a car the dealer on Strawberry. I personally feel making all of the rental cars into the "local" cars that people can not buy would be healthy for all police department. Usually if a cop sees someone driving in a local car they can go ahead and pull it over, find the call where it was reported stolen, and boom easy GTA charge. If there was a rental service providing paperwork and a selection of mostly local vehicles PD would be forced to pay more attention to the stolen plates and ect before assuming the car is stolen and then pull it over.
