Josie
It can be all fun and games for friends to take each other's cars and repaint them, but it's another issue when things with more significant associated costs are altered such as engine/brake/etc upgrades and liveries. Unless someone has the keys to a vehicle/is the registered owner/an on duty dealership employee, they should be unable to alter anything except paint if at all possible. Not only would this keep the expensive upgrades save, but it would also hinder the honestly slightly powergamey ability of people completely altering a vehicles appearance so it is not able to be noticed in passing even by the owner if they previously had a livery on it. I would personally say this is along the same lines of doing something illegal and immediately changing clothes to escape consequences, so it would be nice to have a built in mechanic to avoid it from happening. Â TLDR: Lock down edits to vehicles to owners/dealership employees/people given keys only to protect expensive upgrades as well as avoidance of consequences for taking vehicles.
Samantha Hatfield
+1 The destruction of property charge won't do nothing to deture them, so I feel this is something that needs to be done as I see it happening more.
