Bigger/more in depth race scene

As the title suggests I would love to be able to make the race scene a little more legitimate, with perhaps say a laptop and VPN you need to find/buy and connect to the races the laptop could serve as a way to host the races too and people could join. It doesn't need to be a laptop even, perhaps a phone app that you have to download somehow that would allow you to host and connect to other races, leaderboards, things of that nature.
