Cuffs for civilians and the ability to breakout people in cuffs

This post is mainly about making interactions better when it comes down to kidnapping. I am aware of the rule about interactions being 15 minutes, so I don't need an army of keyboard warriors telling me about it.

I would like to see the function added as an item for cuffing as a civilian. I am sure this is able to be done either by using the same functions called when police use the cuff feature, or by making a different function and variable for the cuffs to work for civilians, ie Civilian/black market cuffs. If this is something that can't be done, then maybe make a rule based around this as giving the ability to allow civilians to use cuffs for kidnap situations would make RP scenarios much more enjoyable. I say this because you can force them in and out of vehicles, stop them for using their phone (otherwise it would be failRP) escort them away etc. Again, this will also need a rule based around it to stop people from abusing the cuffs, and maybe an animation to signify you are attempting to cuff them.

Alongside adding the ability for civilians to use cuffs, I would like to see something added for breakouts when in cuffs. Again, this is something that I think should be added to the black market such as a master key or tool, but will defiantly need a rule based around it. Obviously, you can't just have people coming up, breaking you out whilst in an active situation, so either make a rule, something to the effect of "Breaking people out during an active situation will be a bannable offense unless initiation with cops" or something along those lines.

These are two things that I honestly would like to see introduced into the server as watching other people stream on different servers, it makes the whole situation a lot more enjoyable for both parties. Also, if and when bank robberies are bought into the server, you will be able to physically escort the hostages, it will allow the cops to better see who is and isn’t a hostage, and make the setup process for a heist much more RP based and enjoyable.
