Yama
I don't think that's how it works. Without risking meta, maybe talk to the police about it? Or a lawyer? Take a look at the Civilian Rights, there's a whole section about Vehicle Impounding: Edited September 16, 2022 by Yama added link
tRaShCaN05
Think of it in a real world context for a moment: if someone steals your car and then commits a crime with it, the police are most definitely going to impound it as evidence once the suspect is apprehended. Absent a police report for a stolen vehicle, they must also assume that the apprehended suspect has permission to use the vehicle, regardless of whether or not the registered owner knew of illegal activities being committed while using said vehicle. Once the police are finished with their investigation, it is then typically the registered owners responsibility to pay any fees incurred through processing, towing, impound, etc. And, like Yama said, there are a few In Character ways to handle the problem. You can wait for the impound to expire, you can go to DOJ and petition them to release it, etc.
