New Life Rule / Cool Down

I would like to put forward the idea of a cool down period once a user has been "Killed" and are waiting for EMS. At the moment, I have experienced on a couple of occasions, cops returning to the scene immediately after a revive from EMS and identifying people saying "You are the one who killed me..." 

Although I do not think a completely new life is necessary, I certainly think that if you have been killed you should have a 15-minute cooldown where you cannot return to the RP area and start identifying criminals. The same rule should apply to Civs. 

This would promote more RP and investigative work to be carried out on the cops side and would improve the quality of the RP in the wider community as cops would have to seal off the area to investigate murders and gather witnesses etc. 

Granted, cops have only died when we believe that the RP wasn't completely followed and backup was called even when they were taken hostage but I think the rule will benefit the community more widely if followed.

just a clarification, nobody gets revived, if you are incapacitated, EMTs can treat your wounds and help you get back up. if someone has to respawn, thats when they die. about your suggestion, it is already in the rules for not only dying but also being incapacitated : Upon incapacitation of a player during hostile roleplay, neither player may reinitiate hostile roleplay with, or attack the other player for 15 minutes.

Key information right here. It says nothing about returning to the area or being able to identify others.
