Robbery balance

It's rough out here for us criminals. I'd like to propose that we balance the robbery system. If you rob a store you get 5 grand. I could use the exact same amount of time to farm peaches. Which turns the early game in to a peach and/or grind farm and renders robbery useless. I'd like to propose the ability to rob banks, with the exception that more cops should be online than a typical gas station robbery, and that it takes 15 minutes to complete the robbery. This would make robbery a viable option to obtain money with risk. Otherwise, there is little excitement or anything to gain from risking 15 grand in fines for 5000 dollars. I don't mind the cooldown, but is there a way to make the cooldown smaller if the bank/store robbery was not successful? In the case that it was accidentally canceled? Thanks for hearing me out!
