Maybe making certain police members be certified in helicopter piloting?  Also, adding more law enforcement agencies such as different counties (city vs north and rural) as well as federal agents or SWAT that can be armed with rifles or shotguns?  These suggestions would be more viable if there was more potential for criminal activity too with more incentive to RP and gain money from expanded illicit activities and occupations. Unless OneSync changes things, I'm under the impression there are no plans to introduce other player-based LE agencies.
