Added
- Switchblade, Battleaxe to GunsNAmmo (illegal)
- Poolcue, Wrench to GunsNAmmo and Ammunation
- Ability to disable a players weapons.
    - Disabling a players weapons will prevent them from using anything except fists until they get their items repaired.
    - You require a Weapons Disablement Kit from the Black Market.
    - The victim needs to have their hands up and keep them up until the process is completed.
    - Weapons can be repaired at any Ammunation or GunsNAmmo. Police can repair their items at a vehicle.
- New phone:
    - Phone can be opened from the Main Menu or Delete key
    - Arrow keys to navigate, Enter to perform action, Backspace to go back
    - Your contacts did not transfer over
    - You have the same phone number
    - Offline messaging
    - You can call someone if you know their number. This does not interfere with in-game voice. No key to press to talk on the phone.
    - You cannot use weapons when using the phone.

Changed
- Rockford Hills hospital is re-opened
- Increased sell price for drugs
- Taxi meter controls: Toggle Hire is now Page Down, Reset is now Page UP

Fixed
- Error message at fuel stations

@Storrent that is how not the key bind. I understand the how to open it but its on a key bind that is also being used by my controller. the controller uses a duel key-bind system. everytime i leave or enter my car I get the "phone" coming up not the menu

I understand the server doesn't "support" controllers, but stuff like this is frustrating for those that do. There are not very many buttons on a controller, is it possible to just not use those keys for stuff? I feel like us controller users already work around a lot of stuff.
