It's designed that way because there are hundreds of different kinds of clothing types and there needs to be a set of "arms" or "hands" to fit every and any clothing option (long sleeve, short sleeve, tank tops, sweat shirts, V necks, turtlenecks, etc). If it's clipping through the clothing then you (as the player) need to find a set of arms or hands to fit your current clothing as BlackMagic said. This isn't a server issue and it's not something we can control.
