Fake License Plates For Personal Vehicles

I enjoy the idea of possibly having fake license plates we can install on our personal vehicles. This would allow for criminals to be able to use personal vehicles while not having their name tied to the vehicle unless caught. Also would be useful for those looking get into illegal street racing.

Big +1, this in my opinion is very balanced. If the cops catch you, they can get your VIN and seize your car if needed. But if I get away fair and square I think that's my little win to take. My only concern is a ton of XA-21s being used in the common robbery now, causing a performance upgrade in police cars or some of that sorts with balance making a regular car like a Karuma or Jugular obsolete. Just a thought.

So if you look at what cars are used for currently, it's for transportation and storage. How many Elegy Retros do you see during your play time?! If you can't count it or notice it, the answer is half the community owns one. Why is that?!

Well when a player is logged into the server their goals revolve around monetary gains to achieve a want. The desire to accumulate wealth in order to purchase something that they want for their character. This player wants a fast, sporty car. They choose the Elegy Retro Custom due to the look, the speed and handling, and the customization options. With all of that in mind, why else would a player want a fast, maneuverable, and slick car to drive? 
In one aspect they may need those qualities to beat other cars/drivers in illegal street races. They may need to flee the police in said races, or worse, a criminal activity.

Now that all of that is in your brain, that is one goal of a character fulfilled. Made money, bought the car, drives it around, only for it to be recognized and placed in scenes of crimes by a plate reader. How can you stop your car being implicated, in turn, implicating yourself in crimes you choose to do in that vehicle? 
 

! ! FAKE PLATES ! !

I started this off by explaining a character's goals to shed light on why gaining money and buying cars is, borderline, a waste of time. At some point you will be at the hands of the government/PD and you will either lose your license for continuing to do crime in your car or the car will be seized/frozen until who knows how long. (Time and money wasted) Why work towards owning a fast, reliable vehicle if you can't (so to speak) use it how you want? The reason why this is a problem is, civilians don't have the tool(s) to cover up that fact that the car is owned by them. 
Fake plates gives us that option. Yes, lots of people already use their own vehicles for crime right now. That's all due to necessity. We're working with what we're given by the server.
 

If fake plates were implemented this will give both the PD and Civilians more roleplay opportunity to plan a more unique and complicated heist, street race, vehicle boost, and so fourth. 
Stealing local/stock cars is only a negative in criminal acts. They're stock with no extra engine power and handling potential. Also once they run the plate on that car upon apprehension that is another charge applied to your sentence and fine. If you can avoid that, wouldn't you?  
With how many almost instant "plus ones" this suggestion received it's odd that this wasn't greenlit before. It's also odd that the only negative response is a guess at whether or not it was turned down before. Why was it turned down? What was said for and against this suggestion previously? There is nothing but positives in adding an item that will allow people to get creative with roleplay and server mechanics.
