Would snipers be doable in badlands?

Balancing out a power dynamic for sniper rifles is tricky because it's almost completely dependent on the users ability to use a gun. I have been doing some thinking about how snipers could be viable in certain crime related situations. During a hostage situation a sniper could be planted on a rooftop incase shots are fired. This does come with a problem however, what can the criminals do to fight against a sniper? Balancing changes are necessary to create an even match up between PD and the criminals. The rifle's barrel could have a glint to it to make it more noticeable or laser sights to let the criminals know they're being aimed at. Even if this alone doesn't prevent the lethality of sniper rifles it'd at least create a sense of awareness between PD and the criminals. With the existence of guns like the LMG and AK-47 (while expensive) it's not out of the question for a criminal to be able to get their hands on a sniper rifle, it just needs to be a somewhat hard process. The presence of PD snipers could be situational, depending on the class of weapon the criminals are seen using, known warrants, or just what the PD sees as fit. Hunting rifles could also be implemented or even stolen to be used for things other than hunting to even out the playing field between the two sides. To legally have a hunting rifle the devs could implement a hunting job/license to allow people other than PD to obtain a sniper rifle. With this they could also implement sniper training so only qualified people are allowed to handle snipers in the LSPD or BCSO. This could also add counterplay for the criminals and force them to schedule robberies during times when snipers are most likely not in the city. Along with this it would also make PD choppers more viable. During high speed chases with violent people they could shoot out tires and aid in the chase. And on the other side, the existence of hunting rifles could allow criminals to snipe the pilot of a PD chopper and create confusion among the PD. This topic is open to discussion and I'd love to hear what the rest of the community thinks about what I've said here.

I feel like a sniper is just too far removed from a situation for there to be enjoyable, let alone satisfying RP on either end of the rifle. The sniper is almost always going to win the day, that's kind of the whole idea of the sniper rifle: One shot, one kill. A well placed sniper will effectively lock down an enemy position until they get shot, or they escape. You have some interesting ideas to make it balanced, but I think even you've realized that limiting access to the sniper is about the only way. I still see it as a "insta-victory" for whomever gets behind that scope. With that, like any shooter game, you just know someone's going to absolutely rage about getting downed by a sniper. 

Plus, having to deal with an active sniper shutting down part of the city sounds stressful and frustrating, but that could just be me.

@Yamapretty much summed it up. There is no valuable RP that would come with a sniper sitting on a roof without there being tremendous balancing issues/lack of counter-play. Also another point, there isn't any rules or 'assassination' scenarios that are allowed as you may know, you can't exactly initiate from 50 metres away.

 

While I do completely agree it would be cool to see LEOs having snipers for some situations, it simply wouldn't allow for any balance whatsoever and there already is a divide in opinions on how balanced crim vs LEOs are currently. I think this would add more fire to the flame. 


In regards to hunting, this is a thing being actively worked on. Although I am unsure on how the rifles will work themselves in regards to using them against players. I am sure there will be a strong LEO enforcement of those rifles only being possessed in the designated hunting zones.

Snipers no. Marksman rifles with no scope that hit like an AK why not. I mean I do miss the single shot AKS that were around way back when. Key here is NO SCOPE the rate of fire of the marksmen rifle in game would balance it with other class 3's as it isn't that fast.

-1 from both a PD and crim perspective. Snipers are just no-roleplay guns, they promote a 100% win mentality. Literally every situation could likely be resolved by snipers shooting people from 200 meters. 
Now, a scopeless DMR with good damage? I'm 100% with that and would love to see something like that in city.
