Currently their locations are static, and marked on the map for everyone to see, I'd like to see a change.  Firstly, remove illegal area markers on the map. Create a more serious side of having to RP and work your way into the underbelly of LS crime. Find and approach known gangs who push a lot of cocaine, maybe they give you a location, or you buy from them at wholesale prices. This would also bring a lot more RP and meaning for cops to Patrol and find these illegal areas. Once found out and illegal area can be raided and shut down by police, maybe there is a downtime before the illegal area is open for business, now in a new location. I think this would give the likes of undercover officers a big role. Start having actual drug cartels in the city. Changing areas like that, that allow certain functions to happen, would be a script thing. Maybe if a script was written and had, say maybe 10 or so locations in said script, and then a chance code line that determines each new location at random? That way it keeps both the PD and local gangs on their toes. Maybe a couple coders could get together and brainstorm on how to make that happen.
