Added
    - Character Slots
        - Register at City Hall
        - Maximum of 3 characters
        - Characters are selected when joining the server, must relog to change characters (Technical reasons, and to prevent abuse)
        - Each character has a different registration (license plate) and phone number
        - Location, inventory, aptitudes (strength), weapons, customization, tattoos and addictions are all unique to each character.
        - Money, cars, housing, licenses, and basically everything not listed above transfer between all characters.
        - Phone contacts transfer between all characters (technical reasons, this will change in the future), but conversations are unique to each character.
        
    - More emotes
    - Pillbox hospital interior (more to come)
    - Prison visitation area and cells

Changed
    - Pills are less addictive (this has been in effect for a couple weeks now)
    - Police can now store/pull the shotgun/smg from emergency vehicles they do not own
    - Reduced damage of deagle, revolver, shotgun, and smg
    - Increased radius that towtrucks can pick up vehicles
    - The menu no longer responds to mouse clicks
    - Snow... So much snow...
    - No more rain/snow inside custom building/rooms
    - Improved reliability of LS Customs saving even if player crashes

Fixed
    - Tattoos should no longer reapply (appear darker) in most cases
    - LSFD/LSPD Helicopter restriction check
    - Animation bug

Removed
    - The government no longer offers identity changes at City Hall. You must register an entirely new identity.
